Two-Thirds Vote Requirement for Local Special Taxes (this protects Prop 13)
Requires a two-thirds voter approval for local special taxes - including those placed on the ballot by citizen initiative - and strengthens existing limits on local tax increases.
Closes the loophole that currently allows some local taxes to pass with only a simple majority.
