Vote NO on Prop 44

Puts mandates on Federally Qualified Health Clinics (FQHCs)

Requires FQHCs to spend at least 90% of their revenue on “program services,” with state enforcement, penalties, and possible criminal liability for false reporting.

“Program Services” refers to direct patient care, the bulk of which is doctor and nurse salaries.

“Administrative Costs” include executive salaries and overhead.

This measure imposes heavy-handed government regulation on private nonprofit health clinics by dictating how they must spend their money. It adds bureaucracy and creates rigid spending rules that could harm clinic operations.

Prop 44 appears to stem from labor disputes over executive pay versus clinical staff pay. Beyond that, the strict 90% rule and threat of penalties could make it harder for these clinics to attract and retain good doctors, nurses, and executives, potentially hurting patient care over time.

Vote NO on new government mandates that interfere with how private nonprofits operate.
